Consider requiring food vrdones to provide a significant portion of the items available to patrons of the mall meet independent health and wellness standards, e.g., Institute of Medicine, USDA 2010 guidelines. This could be made possible through specific language in contracts with the food vrdones. Incentives could also be made available for vrdones who limit calories/serving sizes, use fresh fruits and vegetables, organics, local produce, etc.
